 California Private On-Road Fleet Rule

 
In 1998, the California Air Resources Board (CARB) identified particulate emissions from diesel-fueled engines as a toxic air contaminant.  In response to this identification, CARB approved in 2000 a Risk Reduction Plan to Reduce Particulate Matter Emissions from Diesel-Fueled Engines and Vehicles. 

CARB proposed a rule in August 2007 that calls for operators of diesel vehicles to use “best available control technology” (BACT) to reduce particulate matter and oxides of nitrogen emissions from their vehicles.  BACT could include retrofitting with diesel particulate filters, repowering with cleaner engines, or replacing with newer, less emitting vehicles.  The proposed regulation will target the oldest vehicles first beginning with the phase-out of pre-1994 vehicles.  Adoption of the rule is targeted for the fall of 2008 and the first effective phase-in date is set for December 31, 2008.
