While EPA is pursuing “voluntary” retrofit measures, states such as California are pursuing regulatory measures to mandate retrofits on all diesel engines including on-highway medium- and heavy-duty trucks. ATA was successful in having authorization language included in the Energy Bill that offers grants to purchasers of retrofit devices. ATA was also successful in securing appropriations of nearly $50 million in FY 2008 to begin implementation of EPA’s 5-year clean diesel program. ATA is working closely with EPA and interested stakeholders to prevent retrofit mandates and is exploring funding options to carry out voluntary retrofit programs.
