As part of the Defense Reauthorization bill (H.R. 4986), Congress included a requirement for the Secretary of Defense to produce standards for background checks on each person seeking unescorted access to Defense facilities in the Continental United States, and to install appropriate systems and equipment to implement verification of a visitor’s background check. The new law required the Secretary to develop the standards by July 1, 2008, and implement them by January 1, 2009, with a report to Congress on these activities by August 1, 2009.
ATA has been working to establish a collaborative union with DoD to make possible a total nationwide system that will have appropriate background checks, and the right interoperable card readers at DoD’s approximate 700 facilities. ATA believes the Department of Homeland Security’s Transportation Workers’ Identification Credential (TWIC) would be the right card for the freight industry at DoD facilities. In the meantime, DoD is asking Congress for later deadlines.
