International Registration Plan Issues
ATA continually monitors the IRP, the organization under which most interstate commercial motor vehicles operating in North America are registered (click here to see the basics of IRP). IRP is currently engaged in a couple of large-scale projects that may affect the trucking industry significantly. The first is a thorough examination and reworking of IRP’s audit and compliance processes, to make them more transparent and less burdensome for all parties involved with the Plan. The second is an investigation of the feasibility of what’s being called the Full Reciprocity Plan, under which Plan registrants would automatically be granted registration privileges in all IRP member jurisdictions, and would pay their apportioned fees solely on the basis of where they traveled in the preceding year. Click here for a summary presentation on this idea, which, though it is appealing, is not close to adoption by IRP. ATA is closely involved in these and other IRP projects. See below on the Tax & Registration page for a link to a training video recently completed by IRP, Inc., to serve as an introduction to the Plan, particularly to the IRP record-keeping requirements for motor carriers.
