How do I view my CSA scores?
Carriers can view their scores by visiting the CSA Portal and logging in using their DOT Number and Carrier PIN.  Carriers that have lost or forgotten their PIN should visit FMCSA’s Lost PIN page to request a new one.  New PINs will be sent via US mail and will arrive in 4-7 days.  Each carrier’s data is private to that carrier, allowing for data correction before the system goes live on November 30.  After November 30, scores will be visible to the public.  Carriers that find incorrect citations may use the DataQs system to challenge erroneous data during this preview period.

Will violations a driver committed while working for a previous carrier impact his new carrier’s (employer) record? 
No. The employer’s record will include only those violations committed by the driver while working for that motor carrier.

If a driver is terminated, will the driver’s violations still count “against” the motor carrier? 
Yes.  The motor carrier’s record will include all violations drivers commit while working for that motor carrier.

Will drivers with poor CSA scores automatically be disqualified or otherwise put out of work?
No. FMCSA will not disqualify drivers based on their CSA 2010 scores. 

When will CSA actually begin?
FMCSA will begin using carrier’s BASIC scores to prioritize carriers for compliance reviews, send warning letters and direct BASIC scores to roadside inspectors beginning on November 30, 2010.  Full implementation of the program, including the use of the various interventions, will take place in late spring/summer of 2011.  The use of CSA 2011 to assign safety fitness determinations (safety ratings) will not occur until after a rulemaking is completed, probably in 2012 - if not later.

FMCSA Notice Confirms New CSA Implementation Timeline

In the April 1,  2010 Truckline, ATA first communicated FMCSA’s new implementation timeline for the CSA  program.  In a Federal Register notice (link here) to be published tomorrow, FMCSA will confirm that November 30, 2010 is the new implementation date for CSA to formally replace the longstanding SafeStat program.  FMCSA is pushing back the initial stage of implementation to late Fall so the Agency can incorporate industry and stakeholder comments, as well as lessons learned from the pilot states, into the program’s model.  FMCSA is currently considering changes to the method of measuring exposure, peer groupings, and the violation severity weightings.    

FMCSA’s Notice also explains that beginning on Monday, April 12, 2010, the Agency will provide all carriers with an opportunity to preview their performance data, but not their scores or percentile rankings relative to their “peers.”  To view this data, carriers will need to go to http://csa2010.fmcsa.dot.gov/, and enter their Personal Identification Number (PIN).  The Notice provides information for carriers that do not have a PIN, or have forgotten their PIN.   Beginning in August 2010, after any refinements to the model are made, FMCSA’s Notice states that “carriers will be able to see an assessment of their violations through CSA.”  This means that a carrier will be able to see its scores and percentile rankings in each of the seven CSA 2010 categories before program implementation begins on November 30.  ATA strongly encourages members to take advantage of the data preview, beginning on April 12.
